Oh Jocasta!

Jocasta means "shining moon".

Jocasta is the mother of Oedipus, the one who would be "el rey", but she doesn't know it.  He was taken from her as a baby, she was told her son had died in childbirth, and she never saw him until he arrived to Pico-Union as a curious, tough young man.  His direct gaze, a combination of confidence and innocence, intrigued her.  He spoke to her in a way no one else dared and she fell in love with him.

Why was this allowed?

Jocasta believes in the Gods and their power to change the course of a person's life.  She abides by the rules of her people, border people.  She, a queen, is a devout servant of the holy.  Why do the Gods shame her?
